DEA drug prosecutions at lowest levels this century - why is that Ryan?

Thought I'd bring it to your attention that DEA drug prosecutions in 2025 so far are lower than any year since 2000.

This will hamper reduction in Fentanyl dealing and overdoses. Though the administration has blown up a couple speed boats, this reduction in prosecutions seems bad.
Oh and by the way, it is cringe that we are using our military might to do extra-judicial killing of drug dealers in speed boats. There are things like due process and the rule of law. (Not to mention foes like China, Russia, and North Korea.)
Don't tell me that focus on immigration is the higher priority. The story line is that we are going after the worst of the worst. This would mean DEA prosecutions would go up this year as we disrupt cartel distribution.
What is going on?
